전 세계적으로 코로나19가 창궐하는 가운데 국제사회는 전대미문의 위기를 맞고 있습니다. 보건위기는 좀처럼 완화될 기미가 없으며, 경제위기도 가속화하고 있습니다. 세계 도처에서 국가간, 국내 계층 간 불평등이 확대되고 있습니다. 민주주의가 잠식당하고 강권정치가 득세하는가 하면 권위주의로의 퇴행마저 목격되고 있습니다. 자국 우선주의와 보호무역주의, 포퓰리즘이 기세를 떨치고 있습니다. 기후변화, 자연재난, 난민 문제, 국제이주 문제 등 초국가적 현안이 산적해 있는 엄혹한 현실 속에서도 문제를 해결하려는 책임 있는 집단적 노력은 보이지 않습니다.

우리는 작금의 위기를 해결하기 위해 글로벌 거버넌스를 포기하고 자국 중심의 성곽시대로 돌아가려는 시대착오적인 움직임을 경계합니다. 코로나19는 강대국의 협력적 리더십의 부재와 강대국 정치의 귀환으로 이미 진행 중이던 다자주의의 위기를 더욱 심화시키고 있습니다. 하지만 동시에 비(非)강대국들 사이의 집단적 리더십과 연대를 통해 다자주의적 국제협력을 복원할 기회 또한 제공하고 있습니다. 인류가 직면하고 있는 다양한 도전적 과제들을 해결하기 위해서는 힘의 정치와 일방주의를 배격하고 평화와 공생을 위해 다양한 국가들을 공동의 거버넌스에 최대한 참여시키는 “포용적 다자주의(inclusive multilateralism)”가 절실히 요구되는 시점입니다.

한국은 단기간에 성공적인 압축성장을 통해 오늘날 세계사에서 유례를 찾기 힘들 정도의 경제기적과 정치기적을 동시에 이룬 나라가 되었습니다. 그래서 많은 나라들이 한국을 주목하고 있고, 그런 만큼 한국의 책무가 무겁다고 볼 수 있습니다. 이제 한국도 수많은 개발도상국들과 성공 경험을 공유하고 또 어려운 나라들을 적극적으로 돕는 노력을 기울여야 할 때입니다. 

한국은 이번 코로나19 위기 속에서 개방성, 투명성, 민주성을 바탕으로 하는 K-방역의 성공을 통해 바이러스를 적절히 통제하고 있습니다. 또한 디지털 뉴딜, 그린 뉴딜, 지역균형 뉴딜을 중심으로 하는 한국판 뉴딜을 추진하여 경제회복과 고용·사회안전망 확충을 도모함으로써 세계에 모범이 되고 어려운 나라들을 돕는 세계선도국가로 도약하고 있습니다. 이제 한국은 세계와의 관계를 재정립하고 새로운 글로벌 역할을 자임해야 합니다. 불행한 역사적 경험에서 비롯된 피해의식과 경계심에 기초한 방어적 세계관도 아니고, 기존의 국제정치 문법에 따라 팽창과 확장만을 추구하는 공격적 세계관도 아닌, 각국을 평등한 주체로 존중하고 평화와 기후변화 대응과 같은 글로벌 공공재의 산출에 기여하는 성숙한 세계관에 따라 국제사회에 공헌해야 합니다.

이에 2020 글로벌 코리아 박람회에 참여한 우리는 “세계의 평화, 번영, 지속가능발전에 기여하는 대한민국”이라는 글로벌 비전에 따라 국제협력의 기조와 주요 과제에 대해 다음과 같이 밝히는 바입니다.

첫째, 국제사회는 코로나19를 비롯하여 산적한 현안을 효과적으로 해결하기 위해 새로운 국제질서의 구축에 노력해야 합니다. 새로운 국제질서는 국제협력과 연대를 복원하기 위한 포용적 다자주의를 기반으로 구축되어야 합니다. 포용성은 다양한 정체성을 인정하고 타자와의 차이를 존중하는 데서 출발합니다. 새로운 국제질서는 지배와 강제, 배제와 차별, 전쟁과 파괴가 아닌 다양성에 기초한 포용과 평화, 공동번영과 지속가능한 발전을 지향하는 것이어야 합니다.

둘째, 배타적 대립과 갈등을 완화하기 위해 포용적 가치와 규범을 지지하며, 이를 기반으로 하는 실천 어젠다로서 지속가능발전(sustainable development)을 추구합니다. 지구상의 모든 국가와 사회 그 누구도 뒤처지지 않고 지속가능하게 발전할 수 있도록 사람(people), 공동번영(prosperity), 평화(peace)의 3P와 함께 환경(planet)과 파트너십(partnership)의 가치가 포함되는 5P에 입각하여, UN에서 합의한 인류공동의 목표인 지속가능발전목표(SDGs)를 지지하고 국내외에서 이를 달성하기 위해 진력해야 합니다.

셋째, 포스트 코로나19 시대에 글로벌 공공재 확대를 위한 다양한 국제협력과 연대를 강화해야 합니다. 특히 글로벌 공공재인 코로나19 백신을 전 인류가 공평하게 사용할 수 있도록 국제협력을 증진해야 하며, 특정 국가가 이를 독점하지 않도록 해야 합니다. 나아가 전 인류가 보건 불평등을 축소하고 함께 번영할 수 있도록 글로벌 거버넌스의 개혁을 추구해야 것입니다. 세계 모든 정부 및 비정부 주체, 그리고 시민들은 협력과 연대를 통해 글로벌 공공재를 풍부하게 생산하고 제공하는 상생과 공동번영의 국제질서를 만들어나가야 합니다.

넷째, 평화를 중심으로 글로벌 사회적 가치 실현을 추진해야 합니다. 포용적 다자협력과 지속가능발전을 이행하는 모든 영역에서 평화구축과 평화적 거버넌스가 적용될 수 있도록 국제사회가 노력해야 합니다. 특히, 사회에서 소외된 계층과 여성의 적극적인 보호와 역량증진, 국가 간 분쟁을 최소화하는 평화 구축 및 유지 노력이 포스트 코로나19 시대의 핵심적인 의제가 되어야 합니다.

다섯째, 상호책무성(mutual accountability)에 바탕을 둔 포용적 파트너십을 강화해야 합니다. 포용적 국제협력과 연대는 비단 국가만의 책무가 아닙니다. 시민사회, 민간기업 등 비정부기구도 능동적으로 다자협력에 참여하는 다중이해당사자주의(multi-stakeholderism)의 적극적 포용성이 모색되어야 합니다. 포용적 다자주의와 지속가능발전을 실현하기 위해 다양한 주체가 세계공익을 증진하는 모두의 공동책임을 적극적으로 함께 감당할 때 포용적 파트너십은 평화와 공동번영, 지속가능발전을 이루는 새로운 세상의 지렛대가 될 것입니다.

한국은 지난날 많은 나라들의 도움을 받아 여러 위기를 극복하고 오늘날의 경제발전과 정치 민주화를 이루었습니다. 이제 한국도 인류의 평화와 번영, 지속가능발전을 위해 적극적인 노력을 기울여야 할 때입니다. 이런 새로운 자각에 기초하여, 대한민국은 앞으로 평화와 포용적 다자주의를 중심 가치로 삼아 상생과 공동번영, 지속가능발전을 추구하는 새로운 세계 공동체를 건설하는 데 더 큰 발걸음을 내디뎌야 할 것입니다.

Vision Statement for the 2020 Global Korea Convention:

Toward a World-Leading Nation Contributing to World Peace, Co-prosperity, and Sustainable Development

With the outbreak of the COVID-19 pandemic, the global community is facing an unprecedented threat.  The virus is spreading with no end in sight while economic crises are worsening.  Inequality is widening both between and within countries and democracy is being eroded while power politics is resurgent.  We can even observe states retreating into authoritarianism amid the growing momentum of strident self-centered nationalist, protectionist and populist movements.  Even when confronted with the harsh reality of transnational, cross-cutting problems such as climate change, natural disasters, refugee and international migration issues, states have made little to no responsible collective efforts at resolving them.

In order to solve the current crises, we must resist the anachronistic temptation to reconstruct feudal barriers based on excessive nationalism.  Multilateralism has been backsliding for some time, caused by a lack of international leadership and resurgence of hegemonic politics.  The current COVID-19 global pandemic threatens to aggravate this trend.  This critical moment should be used as an opportunity to revitalize multilateral international cooperation through collective leadership and solidarity among all countries.  To overcome the challenges we face, we must denounce unilateralism and great power politics which are founded on the threat of violent force.  Instead, it is imperative that we embrace an “inclusive multilateralism” which, for the sake of peace and co-prosperity, engages to the utmost extent all countries and the full breadth of their diversities in common governance.

In a short period of accelerated, successful growth, Korea has achieved an unprecedented economic development.  This alone is an extraordinary accomplishment, but that it occurred contemporaneously with a citizen-led transition to a democratic political system constitutes nothing less than a miraculous achievement. Korea’s story is by now well known, and the peoples of many nations have sought it out seeking inspiration; in this, Korea bears no light burden.  It is time for us to actively share our experiences and successes with the developing countries and to take a more active stance in supporting the countries in need.

In response to the ongoing COVID-19 pandemic, Korea is adequately controlling the spread of the virus through a protocol based on principles of openness, transparency and democracy.  Concurrently, by promoting the Korean version of the New Deal, which comprises the Digital New Deal, the Green New Deal, and the New Deal for Regional Balance, we are stimulating economic recovery while simultaneously expanding the social safety net.  We are moving forward to become a global leader that sets an example for the world and that actively assists the struggling countries.

This is the time for Korea to redefine its relationship with the world and to take on a new global role.  This new role must represent a repudiation of the cautious, guarded pessimism we long held to prevent recapitulation of our unfortunate history.  Our new role must not be grounded in the traditional, saber-rattling rhetoric of international power politics in which expansion and domination are the goal.  Rather, we must base our new role on mutual respect for all nations and willingness to actively contribute to the international community by working towards peace and mitigation of climate change among other efforts to preserve and augment global public goods.

Accordingly, we participants in the 2020 Global Korea Convention, embracing a vision of Korea that contributes to world peace, co-prosperity and sustainable development, declare our principles and our future goals for international cooperation as follows:

First, the international community must join hands to establish a new international order to effectively confront the challenges including COVID-19.  In seeking to restore the international cooperation and solidarity, this new order must be built on the basis of INCLUSIVE MULTILATERALISM.  Inclusion starts with the acknowledgement of different identities, a respect for our differences and divergent opinions and ultimately a celebration of our diversity regardless of discrepancies in power and wealth among the nations.  The new international order should not be based on domination and coercion, or exclusion and discrimination, or war and destruction.  Instead, it must pursue inclusion, peace, co-prosperity and sustainable development.

Second, we shall pursue SUSTAINABLE DEVELOPMENT as an actionable agenda based on inclusive values and norms to alleviate confrontations and conflicts.  Adding the values of preservation of our Planet and our Partnerships, along with the three Ps -- People, Prosperity, and Peace -- we must support the United Nations Sustainable Development Goals (SDGs) and strive to achieve them at home and abroad.

Third, we shall strengthen the international cooperation and pursue solidarity with other nations to protect and augment GLOBAL PUBLIC GOODS in the post-COVID-19 era.  One relevant matter requiring urgent international cooperation is the recognition of the COVID-19 vaccine as a global public good, which must be made widely available so that all might be inoculated.  Furthermore, we must pursue reforms in global governance to reduce inequality in healthcare and work to create shared prosperity.  All stakeholders - governments, non-governmental entities, and civil societies - must collaborate in bringing into existence an international order of mutual and common prosperity so that global public goods are sufficiently produced and equally shared.

Fourth, we must promote GLOBAL SOCIAL VALUES centered on PEACE.  The international community must undertake peace-building efforts and engender peaceful governance in all areas of multilateral cooperation and sustainable development.  In particular, efforts to protect and improve the capacity of those who are often marginalized, including women, must be prioritized.  The building and maintenance of international peace should be a core component of any post-COVID-19 agenda.

Fifth, we need to strengthen INCLUSIVE PARTNERSHIPS based on MUTUAL ACCOUNTABILITY.  Governments are not the only actors capable of promoting and performing acts of inclusive international cooperation and solidarity.  Non-governmental organizations such as civic associations and private enterprises should also consider multi-stakeholderism and adopt inclusive attitudes in social and business activities.  Inclusive partnerships, wherein various actors actively bear shared responsibilities and promote global public interests, will become the mechanisms through which global peace, common prosperity and sustainable development can be achieved.

Korea has attained luminous economic development and has successfully transitioned into a functioning democracy.  Our success was in part due to the beneficence of other nations during the times of crisis.  Now it is time for Korea to invest in world peace, co-prosperity and sustainable development.  Predicated on this philosophy, the Republic of Korea will take a big step forward in building a new global community where prosperity is shared and sustainable development is promoted.
